What We Stand For
OUR PRIORITIES
FOUR PILLARS. ONE VISION. A HEALTHIER FUTURE FOR HILLSBORO.
Hillsboro is growing and changing. The choices we make today will shape our city for generations.
My priorities are grounded in four commitments: protecting our community, supporting the well-being of our residents, caring for the resources and places that make Hillsboro home, and making government more transparent, measurable, and responsive.
Protection
Protecting the people, neighborhoods, and infrastructure that make Hillsboro strong.
A healthy community begins with people feeling safe, prepared, and protected.
OUR PRIORITIES:
-
PUBLIC SAFETY
Support strong, responsive public safety and emergency services across Hillsboro. -
RESILIENT INFRASTRUCTURE
Invest responsibly in roads, systems, and infrastructure that serve our growing community and prepare us for future challenges. -
NEIGHBORHOOD PROTECTION
Consider the effects of development, transportation, and major projects on the neighborhoods they touch. -
AIRPORT & AIR TRAFFIC
Support responsible aviation and work toward practical solutions that improve air safety and reduce unnecessary disruption for nearby neighborhoods.
WELL-BEING
Creating the conditions for people and families to live healthy, stable, and fulfilling lives.
A thriving city is one where people can build a life, find opportunity, and feel connected to their community.
OUR PRIORITIES:
-
HOUSING & AFFORDABILITY
Support practical approaches that expand housing options and help keep Hillsboro attainable for families, workers, and longtime residents. -
HEALTH & WELLNESS
Support access to health, mental health, and wellness resources that help residents live healthier lives. -
FAMILIES & OPPORTUNITY
Strengthen the conditions that allow families, young people, workers, and older adults to participate fully in community life. -
PARKS, MOBILITY & CONNECTION
Support parks, safe routes, transportation options, and community spaces that help people stay active and connected.
HEALTHY COMMUNITIES
Protecting the land, water, air, and agricultural resources that sustain Hillsboro.
The health of our community depends on the resources we inherit—and the responsibility we accept for passing them on.
OUR PRIORITIES
-
WATER
Plan responsibly for our water supply, infrastructure, affordability, and long-term community needs. -
AIR QUALITY & ENVIRONMENT
Protect clean air and consider environmental impacts as Hillsboro grows. -
FARMS & AGRICULTURAL LAND
Support the agricultural heritage and productive lands that contribute to Hillsboro's identity and future. -
RESPONSIBLE DEVELOPMENT
Shape growth thoughtfully so development supports the community without compromising the resources and quality of life we depend on.
POSITIVE GOVERNANCE
Making government more effective, transparent, accountable, and responsive.
Good government is not simply about making decisions. It is about making decisions people can understand, evaluate, and trust.
OUR PRIORITIES:
-
FACT-INFORMED DECISIONS
Use reliable information and facts to understand problems, evaluate options, and make responsible decisions. -
TRANSPARENCY
Make important information available in clear, understandable language before decisions are made—not after. -
FINANCIAL RESPONSABILITY
Manage every public dollar entrusted to the city responsibly, transparently, and with measurable results. -
PUBLIC PARTICIPATION
Listen to the residents affected by decisions and make meaningful community input part of the process. -
MEASURABLE RESULTS & ACCOUNTABILITY
Set clear goals, measure outcomes, communicate results, and change course when something is not working.
FOUR PILLARS. ONE FRAMEWORK.
Hillsboro’s most important challenges do not always fit neatly into one category.
Housing, water, growth, infrastructure, the airport, and major development decisions can affect our community in different ways.
Our four pillars give us a framework for looking at those challenges from multiple perspectives—considering people, neighborhoods, resources, opportunity, and the long-term health of our city.
One issue may touch several pillars. Good decisions consider the whole picture.
HOW I APPROACH DECISIONS
Good government requires more than opinions.
It requires listening to residents, understanding the facts, considering the consequences, making responsible decisions, measuring results, and being willing to improve.
LISTEN → ANALYZE → DECIDE → MEASURE → IMPROVE
FACTS SHOULD INFORM DECISIONS. PEOPLE SHOULD SHAPE THEM.
LUIS GARCIA FOR HILLSBORO
TOGETHER, WE CAN MAKE HILLSBORO THE HEALTHIEST CITY IN OREGON.
Hillsboro has an opportunity to grow thoughtfully, protect what matters, and build a future that works for the people who call this city home.
I’m running for City Council to help lead that work—but I know I cannot do it alone.
It will take Team Hillsboro.
Residents. Families. Neighborhoods. Businesses. Community organizations. All of us bringing our voices, ideas, experience, and energy to the future of our city.
Our four pillars give us a framework for the work ahead. But the goal is bigger than any single issue, policy, or political party.
Hillsboro belongs to all of us. Its future should be shaped by the people who call it home—not by partisan politics.
That’s what Team Hillsboro is about.
Together, we can make Hillsboro the healthiest city in Oregon.
HILLSBORO — FOR THE PEOPLE — FOR THE FUTURE
